Upper Nile Ruler Spied Walking West on University

As seen from the bus: a small older black man, marching boldly down University into the California sunset, wearing a large gold cloth Egyptian headdress with navy details (think Tutankhamen), blue jeans, jacket with a tall staff with two large gold sculpted serpents twined at the top. It was quite the look.

The kicker: his mirrored aviator shades.
